Or, you could assume not every AI country makes all the decisions and events and stuff at every possible trigger, but instead say there are some far away from the human player, nobody cares if they skip all the stuff for 1 year and then apply everything at once. Then the common optimization is to not calculate every troop moving in China region but instead average the movement by saying, the troops need to move toward target over 50 months and they may end up somewhere near target once the time is up. So, assume you are playing in western europe, and you are not even looking at the China region. I will give an example: pathfinding is pretty resource-hungry calculation. Commonly, if you can not see it, then you do not care if the decisions were all carried out in exact order or used some approximation that saves computer resources to make average guesses instead of calculating everything through. Not in the way of AI vs Human, but they do not really calculate everything in every step. There are other things that can be changed to speed up the game, but none specially popular. While many other games can and will use multithreading to speed up, in EU4 previous decisions affect next and very little can be done to calculate multiple countries same time. Specially the multithreading part is something to keep in mind. If you are more interested about game optimization, there was pretty fun post from developers about upcoming shift to 64-bit engine: The game attempts to use up all the available resources the computer can provide, this can be felt like lag to the user.
